The 2013/14 global monitoring report: Putting teaching and learning at the centre of the post-2015 education and development agenda

This article suggests that educational quality should be understood in terms of the quality of student learning, which depends to a great extent on the quality of teaching. It argues that changing and improving the practice of existing teachers will probably be the most effective strategy to enhance student learning and, hence, the quality of education.
