Policy isomorphism: A lens for understanding the influence of globalization on national education policymaking

Abstract

This paper elaborates on the concept of policy isomorphism as an analytical framework for understanding national policymaking in a “global educational system” by integrating the insights of institutional theory, public policy studies, and education research. Policy isomorphism concerns the application of institutional isomorphism in policy analysis. While highlighting the mechanisms and usefulness of policy isomorphism in analyzing the influence of globalization on national education policies, the paper also draws attention to its theoretical limits. It is suggested that researchers should have broader views when using the lens of policy isomorphism. Copyright © 2023 Elsevier Ltd. All rights reserved.
