Human rights development in the HKSAR

Abstract

Major human rights improvements were made before 1997. Human rights deterioration after 1997 signifies from the first Interpretation of the Basic Law by NPCSC in June 1999. Many policy changes undermined human rights protection in 2000. Two significant events in 2003 and 2014 substantially changed political landscape as well as human rights environment. Degree of autonomy, the rule of law and freedom of expression are crucial factors to secure human rights protection as well as distinctive elements to evaluate human rights situation.
