Abstract

This presentation will first present findings from a four-year study of collaborative leadership and school improvement. The result reinforces the claims by Fullen and others that leadership for learning should focus on building organizational capacity for improvement. Using Belasco’s metaphor of how buffalo and geese organize, the presentation will then examine the challenges in moving Asian schools from a centralized (buffalo) to a more decentralized paradigm of school improvement.
