香港幼兒教育的發展：市場模式與學券制

香港的幼兒教育因長期受制於市場運作，使整個業界得不到健康的發展。然而，以市場、私有化手段和商業管理原則去處理及解決教育問題，卻又是現時政策發展的國際趨勢。特區政府於2007年推出的學券計劃，本身其實就是一個市場模式，那麼新政策是否真的能令幼兒教育走出市場的困局？本文旨在解構市場模式運作及其對幼兒教育的影響，從而探索新角度去思考日後的政策發展。
Operating under the scrutiny of market forces for a prolonged period of time, early childhood education in Hong Kong has not be able to develop fully and healthily. Nevertheless, the trends to rely on market concepts, privatisation, and corporate management principles to handle and deal with educational issues are becoming more evident around the world. The Hong Kong Special Administrative Region Government introduced the voucher scheme to early childhood education in 2007. Ironically, the scheme itself is a market model. Can the new policy really help the sector withstand the strong influence of the market? This paper aims at deconstructing the market model and its impact on early childhood education, through which new insights into future policy development can be explored.
