Abstract
規劃方案下清潔發展機制(PCDM)，作為完善現有清潔發展機制(CDM)而提出。PCDM通過形成規模效益，推動社會向低碳經濟轉型，並進一步為發展中國家參與CDM提供機會，PCDM的改進最突出的體現於對技術轉讓的設計上。因此，本文在簡要介紹PCDM的基礎上，對PCDM分析評價，提出如何選擇適合開發PC-DM領域，並指出PCDM在技術引進中的作用。
Programmatic Clean Development Mechanism(PCDM) is put forwarded to improve the existing CDM.Through realizing the scale benefits and promoting low carbon economic transformation, PCDM provide further chances to developing countries to participate in CDM. PCDM most prominent improvement reflected in the design of technology transfer. Based on brief introduction of PCDM, the article analyses the problems and significance of PCDM, in order to give the advice on how to choose the appropriate PCDM development areas, and China’s participation in PCDM.
