研究選題與方法：2020年第二季度公共管理研究佳作評介

本期的“當季英文佳作評介”選取最近在著名公共管理期刊上的四篇優秀論文進行評介，話題包括組織戰略計劃與組織績效、公共服務動機與親社會行為、透明與腐敗以及創新實驗室。第一篇文章對31篇實證研究的87對組織戰略計劃與組織績效的相關關係進行薈萃分析，豐富學界對兩者關係的認識。第二篇文章闡釋了公共服務動機與親社會行為關係的現有研究設計可能存在嚴重偏誤，導致兩者關係被誇大；因此精巧地設計了兩個比較研究，對比自我報告的和實際觀察得到的親社會行為，當採用觀察得到的親社會行為數據時兩者的顯著關係消失了。第三篇文章關注透明與腐敗的關係，這是一個耳熟能詳的話題；但是作者將兩者放在公共採購的情境之下討論，並在透明的概念化、操作化以及透明影響腐敗的機制上都富有創新，數據的分析與結果亦具有說服力。第四篇文章則對創新實驗室進行探索性研究，將這一新鮮事物與傳統的“去制度化”政策諮詢體系進行比對，認為創新實驗室更像一種合作生產的實踐。這些佳作的研究選題與方法各異，但都給我們帶來有益的啟發。
This section on "Noteworthy English Publications of the Season" introduces four excellent papers recently published in top public management journals, including studies on strategic planning and organizational performance, public service motivation and prosocial behavior, transparency and corruption, and innovation labs. The first paper conducts an innovative meta-analysis of 31 articles focusing on strategic planning and organizational performance, providing nuanced evidence and developing future research agendas. The second paper reveals that existing studies are susceptible to social desirability motives and response consistencies that may exaggerate the actual effects of public-service motivations on prosocial behavior. It then successfully designs two comparative studies to resolve this methodological shortfall. When observable data on prosocial behavior are used, the positive relationship disappears. The third article discusses a very familiar topic—transparency and corruption. The authors contextualize the two in terms of public procurement and advance the conceptualization and operationalization of transparency and corruption risks. Quantitative evidence from a large-scale sample confirms the propositions. The final study explores a new phenomenon in policy advisory systems—innovation labs. It argues that innovation labs reflect a governance shift from deinstitutionalization to co-production. These excellent studies enrich our understanding of public management and inspire us to think about various research methods and research topics. Copyright © 2020 清華大學.
