“機會—意願”視角下的反腐敗研究

基於珠三角B市和C市港資企業與政府打交道的訪談調研，從“機會”和“意願”兩個維度對行政性腐敗風險進行研究。研究發現，從“機會”維度來看，政府間競爭以及企業自身話語權的上升擠壓了腐敗的空間，規則和財政管理制度的完善弱化了腐敗的制度動力。從“意願”維度來看，由於制度環境的變化，個體在腐敗決策中需要考慮的成本上升、收益下降，腐敗的意願也在下降。雖然市場化帶來了新的腐敗模式，但這一模式在實踐中並不多見。
Based on the interviews on the relationship between government and HK enterprises of city B and city C in the Pearl Delta area, this paper explores the risk of administrative corruption in the perspective of "opportunity and willingness". The research finds that, in the dimension of "opportunity", competition among governments and the elevation of enterprises’ speaking right have narrowed down the space for administrative corruption; improvements of formal regulations and fiscal managerial institutions have weakened the institutional incentives of corruption. Owing to the changes of institutional environments, the cost has increased while benefit declined, which are what individuals have to take into account in the decision of corruption, thus, the willingness of corruption has decreased. Although marketization has brought out a new corruption model, it is not much seen in practice. Copyright © 2010 廣州大學.
