校本管理的回顧及法團校董會的運作初探

Abstract

八十年代開始,世界很多國家採納了校本管理作為改進學校的模式。本文說明了校本管理的定義、理念及模式,並介紹了一些學者對推行校本管理成效的觀點。從二零零零年起,全港的公營學校須推行校本管理,政府於二零零四年通過法例在津貼學校推行法團校董會。筆者採用質性研究如訪談及焦點小組等探討法團校董會運作的情況。研究結果指出其好處和不足的地方。最後文章作出討論及提出建議。
In the 1980s, the concept of school-based management was implemented all over the world for school improvement. In this article, the definition, concepts and forms of school-based management were introduced, and effects of implementation of school-based management in Hong Kong and other countries were explained. Since 2000, all schools in the public sector in Hong Kong have implemented school-based management. A bill was passed in 2004 to enforce schools to set up incorporated management committees in schools. A study on the implementation of the incorporated management committee was performed. The methodology of qualitative research was adopted. Interviews and a focus group have been conducted. Strengths and weaknesses of the implementation of incorporated management committees have been identified and discussed. Suggestions have been provided. Copyright © 2010 優質學校教育學報.
