Abstract
隨着對政策定義和分析之看法的改變,現在已有較多的研究關注個人和環境在政策過程中所扮演的角色。這關注不獨肯定了個體聲音和施動權的存在,並且促進以一個比較整全的方向去理解政策活動。透過非主流角度審視幼兒教育和照顧政策,使參與幼兒工作的人士有機會擴闊其分析視野和重新思考其專業角色。期待文中所提及的一個本地例子可以加深對非主流觀點的認識。
With changing views on what policy is and how it should be analyzed, more recognition is being given to the roles of the individual and context in the policy process. This increasing recognition acknowledges the presence of voice and agency in the individual. It promotes a more balanced and holistic approach to understanding policy activity. Using the alternative perspectives to examine early childhood education and care policy provides educators with the opportunity to widen the scope of analysis and rethink their professional roles. The local example presented in the article is meant to deepen the understanding of the alternative theoretical perspectives. Copyright © 2006 The Hong Kong Institute of Education.
