我國2000-2009年腐敗案例研究報告：基於2800余個報道案例的分析

基於一家中央法制報刊2000-2009年的腐敗案件報道，本文試圖通過數據來觀察我國腐敗現狀及特徵。數據分析的結果表明，腐敗規模處於上升狀態，政府採購、工程承包成為腐敗高發案件領域。土地腐敗案件更為突出。同時，處、廳局級幹部成為腐敗的高危人群，不僅是受賄和巨額財產來源不明等問題的主體，還是索賄案的主要查處對象。因此，我國廉政建設更趨復雜和艱巨。為此本文提出若干廉政治理的對策。本文也指出腐敗數據研究的難點及局限性。
Drawing on a new dataset of corruption cases, this paper examines the pattern, characteristics, and scale of corruption in China. The findings indicate that corruption has been on the rise in recent years. Government contracts, especially those concerning construction projects,are particularly prone to corruption. Corruption in land transactions has also become rampant. Furthermore, the authors find that the division-and bureau-level cadres are at high risk of corruption. Many bribery and misappropriation cases have involved cadres at these levels. Given the above findings, China’s effort at building clean government will face more challenges in the years to come.
