Abstract
廿一世紀是教育改革的年代。當中推動學校改善乃是不少地方強調的其中一個教改措施;而在保證機構的教育質素和推動學校改善的前提下,世界不少地方對幼兒教育機構的評估越來越重視。2007年香港前教統局推出幼兒教育學券計劃,要求受惠幼稚園接受政府以外評核實校本自評的措施,藉此加強質素保證機制,向家長及社會問責,以推動幼稚園教育的持續發展。是文透過一間學校個案的描繪及討論,介紹香港教育學院幼兒教育研究與發展中心推動的「校本質素提升計劃」,分享當中的校本支援服務。個案中的幼稚園透過學習香港學前機構表現指標架構和建構願景,從而提升學校的教育質素,並為學校未來的自評與外評工作做更好的預備。
Twenty-first century is a period of educational reform. Within the reform, school improvement has been one of the strategies for change stressed by various entities. And under the foremost notion of schools’ quality assurance and improvement, different places in the world have paid attention to assessment of organizations on early childhood education. In Hong Kong, the previous Education and Manpower Bureau launched a “Voucher Scheme” for early childhood education in 2007. The Scheme requires participating kindergartens to undertake a self- and external- evaluation in order to strengthen their quality assurance mechanism, and to make the schools accountable to parents and society. The Scheme aims at a sustainable development of early childhood education. Making use of a local school as an illustration, this paper presents and discusses the case under the “School-based Quality Improvement Scheme” organized by the Centre for Early Childhood Research and Development of the Hong Kong Institute of Education. The main support depicted in the case adopts the “Performance Indicators Framework of the Hong Kong Early Childhood Education “as a reference of discussion. The Improvement Scheme is to enhance the school’s educational quality, and to better prepare it for future needs of evaluations. Copyright © 2008 The Hong Kong Institute of Education.
