Abstract
要實現學校的教育目標,必須推動學校改革。本文分析不同的學校改革理論,如重建學校模式(包括核心技術改革模式、教學專業化模式和學校市場化模式)、重建學校理論(常識理論、非集中化理論、開放系統理論及工作生活質素理論)等,以及西方改革學校的經驗和近年香港學校改革的方向,從而探討改革的重點是否配合《教育目標》所訂立的發展方向。此外,本文建議學校改革應顧及下列課題:課程、教學及評估的改革;探究優質學校的性質;加強學校與社區的關係,改善學習環境;發展新的專業主義,重整教師工作間及提高學生的賦權感;強調不同改革方案的連貫性和聯繫性。
The realization of educational aims depends on the drive of school reforms. This paper analyzes different models of school reform, such as school restructuring models (reforming the core technology of schools, the occupational conditions of teaching, and the relationship between schools and their clients) and school reform theories (commonsense theory, decentralization theory, open systems theory and quality of work life theory), experience in school reform in the western world and directions of school reform in Hong Kong in recent years. Such analysis aims to inquire whether the focus of reform are in line with the directions stipulated by the document “Aims of Education.” This paper also suggests school reforms should handle the following issues: reforming curriculum, instruction and assessment; inquiring the nature of quality school, reinforcing the relationship between schools and their communities; improving the learning environment; developing new professionalism, restructuring teacher workplace and enhancing student empowerment; and emphasising to the coherence and connectedness of different reform plans.
