地方基礎教育供給的政治邏輯:一項基於面板數據的研究

Abstract

什麼因素塑造、影響著地方政府對公共服務的供給?地方官員的成長經歷如何推動地 方公共服務的供給?本文以地方基礎教育為案例!探討地方官員的職業路徑對當地公共服務供給的影響。研究發現,具有長期在當地工作經歷的官員更有能力推動對基礎公共服務的供給。本研究拓展了Riker的分權理論的應用範圍。同時對當前國家積極提倡的群眾路線,包括幹部提拔所必須要求的基層工作經歷,可以提供必要的經驗研究和理論上的支援。
What factors impact public goods provision at the local level? Particularly, what motivates local public officials to promote basic public goods provision? The article, using basic education data, elucidates the effects of local leadership selection on public goods provision. The finding suggests that homegrown politicians are more likely to promote basic education provision, whereas centralists are less motivated to do so. The study confirms that Riker’s theory of federalism can also apply in a non—Western context. This study validates a recent public personnel policy in China that emphasizes local experience in leadership selection. Copyright © 2016 中國人民大學.
