土地財政與城市擴張：實證證據及對策研究

通過探討地方政府行為、土地財政收入和城市擴張三者之間的關系，基於我國286個地級市1999年至2009年的面板數據，文章發現地方政府對土地財政形成的“路徑依賴”顯著推動了我國城市建成區面積和城市空間的擴張，成為我國“土地城市化”的主要推動力之一。文章認為，為了合理控制土地城市化的擴張趨勢，需要強調城市化的公共價值取向，轉變地方政府行為方式，使城市化真正成為我國經濟社會持續健康發展的推動力。
This article studies the relationship between local government behavior, land-based finance and urban expansion in Chinese cities to explore China’s urbanization. By analyzing the 1999-2009 panel data of 286 prefecture-level cities in China, this article finds that local governments’ dependence on land-based finance has significantly promoted China’s land urbanization and urban expansion. Fiscal relationships among governments have become one of the primary driving forces for China’s urbanization. In order to better coordinate land exploration and urbanization, it is necessary to make greater use of the public value of urbanization, ensure local governments transform their behavior, and make urbanization a sustainable force for China’s social and economic development.
