公共政策與管理研究的新視野：當季國際著名學術期刊論文評介(2019-2020)

本期的“當季英文佳作評介”選取了最近發表在國際著名學術期刊的四篇優秀學術論文，分別研究公共政策實踐中的“政策不作為”、行為公共管理理論中著名的“助推”理念在美國的實踐效果、發展中國家在跨國政策學習和政策轉移中的角色、中國地方政府社會保障改革的政策邏輯。四篇佳作有的提出新穎的理論觀點，開拓了學科的理論視野；有的在研究方法上進行有益的創新和實踐。本文對它們進行逐一評介，以期為中文世界廣大公共政策和管理領域的研究者帶來理論和研究方法上的啟發。
Four high-quality research articles recently published in reputable international journals have been selected for the "Noteworthy English Publications of the Season" in this current issue. They focus on "policy inaction" in the policy process,the outcome of behavioral "nudging" in the United States, the role of developing countries in transborder policy transfers, and the policy logic of Chinese local states in the social security reforms, respectively. Some of these selected works offer fresh ideas that broaden our theoretical horizon, whereas others present methodological innovations. This essay reviews these articles individually, seeking to spark theoretical as well as methodological inspiration among the Chinese-speaking community of public policy and public administration researchers.
