中國公共行政專業研究生的學科範式認知

Abstract

範式之於一門社會科學非常重要,反映了其基本的思維取向和理論認知。公共行政學百年多來經歷了數個主導範式,學術界所謂何者替代何者、何者影響為大、何者影響日隆的聲言要麼是純粹的理論推演,要麼是憑空臆想,而沒有經驗研究的支持。本文選取中國(大陸地區)公共行政(行政管理)專業研究生作為研究物件,通過對6所院校426位博士、碩士研究生和MPA學員的問卷調查發現,新公共管理和傳統公共行政是他們心中的主導範式,而這樣的範式認知與所在學校、教育背景、學位專案、工作經歷等變數未呈現顯著相關。研究同時發現,研究生對於新公共服務範式在中國的借鑒意義最持肯定態度。這樣的經驗研究有助於廓清國外(主要是美國)公共行政學範式研究在中國的實際影響及其所反映的問題。
As an integral part of social sciences, paradigms reflect the most fundamental beliefs and intellectual orientations. Several paradigms have appeared in the public administration, however, most studies on the paradigms have been largely theoretical assertions which not only fail to hold on empirical grounds, but, in often times, also invalid. This article tries to approach the paradigm research in an empirical way; the author chose to investigate the paradigmatic beliefs among graduate students of public administration in Mainland China. A sample of 426 students from six top universities was constituted by random sampling. Through a questionnaire survey, it is revealed that the new public management and traditional public administration are the dominant paradigms believed by the subjects, which are not significantly correlated with their schools, educational backgrounds, degree programs, work experiences and SO forth. The survey also suggests that the subjects hold positive beliefs on the new public service’s relevance in China. This sort of inquiry assists to map out the actual influence and its implications of public administration paradigms prevalent overseas (mostly in America). Copyright © 2010 格致出版社.
