Traditional assessment of reading typically tests how well students read and understand texts, but it does not always give them opportunities to learn something new in the process of assessment. In the modern age, it is important to create an assessment that not only measures reading abilities but also offers useful information and sets reading goals. The proposed study will thus develop the technology-enhanced scenario-based reading assessment for pre-service English teachers. The study will take the form of action research that is expected to improve the specific educational practice. The study chooses Hong Kong as the key research ground. First, Hong Kong presents a unique case for research because the language is taught and learnt in a place where the language commonly used for everyday interaction is not English. Second, Hong Kong universities with their vibrant and highly internationalized campuses have a positive educational reputation in the world and represent a favourable environment for introducing the proposed assessment. The results of the study are expected to be beneficial to language practitioners and the community of pre-service English teachers alike, but also those who have strong links to digital literacy at all educational levels.
