To develop a baseline and evaluation framework for Hong Kong public universities; to identify regional and international good practices; to develop a roadmap for enhancing the roles of HK public universities in fostering an Innovation & Technology (I&T) hub in the Greater Bay Area; and to make evidence-based recommendations to the government and university administration for promoting I&T.
