    The purposes of this project are to: (1) identify and articulate alternative approaches to implementing the ApL policy through the Phase Three (2006-08) trials by different tertiary providers in the six areas of study in ApL; (2) provide a critique of the policy; and (3) generate recommendations for refinement of the policy and alternative models for its implementation.
