香港初等教育研究學會向優質教育基金申辦這個計劃，協助參與計劃的小學在校內建立專業學習社群及推動香港小學建構跨學校的專業學習社群，形式包括系統課程，系統培訓，支援參觀分享會和內聯網交流等。
