Mr. Fung was a seasoned secondary school teacher with 26 years of frontline experience, with his specialism in the practical implementation of integrated education. His school was one of the forerunners participating in an EDB-led project on catering for students with special educational needs in regular classrooms in the late 1990s. In 2000, he had pioneered in being a designated SENCO and chaired the Integrated Education Committee in his school until 2014. During his tenure, he took the lead responsibility for developing and carrying out integrated education policies, and he had rich experience in helping challenging cases with difficulties and disabilities. His school has been named as an exemplar in integrated education and received widespread commendation for good practices. From 2003 to 2010, Mr. Fung had regularly been invited by the EDB and other institutions to share his experience in seminars and training courses for professional development purposes; and in 2007 he was officially appointed as a member of the Committee on Special Needs Candidates of HKEAA for 3 consecutive years.

Before joining our Department, Mr. Fung had been appointed by the Open University of Hong Kong to teach a compulsory PGDE course that received highly positive feedback. Mr. Fung is mainly responsible for the delivery of a two-year professional training programme for SENCOs, which aims at equipping serving practitioners with the necessary skills in helping SEN students and introducing the latest development in inclusive education. Apart from having a great passion for integrated education, Mr. Fung is keenly interested in topics related to philosophy of education. He has also been a big fan of Paulo Freire’s emancipatory pedagogy and has a predilection for the postmodern insights into education.
