Karen holds a BA (Political Studies) and an LLB from the University of Auckland and a PhD in law from the University of Hong Kong. Before joining EdUHK in August 2013, she was assistant professor in the Department of Law and Business at Hong Kong Shue Yan University.

She researches the law and its dynamics with culture, politics, and civil society. Her publications cover human rights discourse, rule of law and democratization, rule of law culture and education, and legal mobilization.
