Dr. Li holds a Ph.D. degree specialised in Information Technology and Teacher Education, a master degree in Educational Evaluation and an education degree in Educational Technology. He has been the project leader and expert member of various EDB commissioned and QEF projects in which he has made contribution to the design and development of on-line evaluation systems and learning software for the education community in Hong Kong. He also has led two territory-wide research projects - ‘Phase (I) Study on Evaluating the Effectiveness of the ‘Empowering Learning and Teaching with Information Technology’ Strategy (2004/2007)’ and 'Review Survey on the Third Strategy on Information Technology in Education (ITEd)' which are important studies for the on-going development of ITEd in Hong Kong. Dr. Li has helped in the development and implementation of the learning programmes for Information Technology Education Competency (ITEC) for all the student teachers in the institute and has participated in the planning and teaching in many professional development programmes on the use of e-Learning technologies for primary and secondary school teachers in Hong Kong and Macau as well as Malaysian primary school (UCSTAM) teachers. He also has presented and published papers in various international conferences and has been a reviewer for several journals and books and a consultant of various school projects.
